IX, sec. 17(c), Constitution of the State of Alaska, from the constitutional budget reserve fund; and providing for an effective date." Representative Phillips moved that the House adopt the Conference Committee with limited powers of free conference report, thus adopting CCS HB 370. The question being: "Shall the House adopt the Conference Committee with limited powers of free conference report?" Representative Phillips moved the effective date clause. The question being: "Shall the effective date clause be adopted?"
